PHP obfuscator

The obfuscator is now run on PHP 7.0.x and 7.1.x
Fixed bug with adding random comments in case the comment was added before the operator / (division)
Scripts after obfuscation will now run without warning about incorrect ASCII characters in the PHP 7.1.x script
Updated library for working with HTTP
