This news struck a personal chord with Shay, as he had a hospital-ridden Partner in DC. Despite this, he boldly decided to leave DC and relocate to Norwalk, Connecticut, driven by his connection to the cause and his unwavering commitment to his friend. 

Shay immersed himself in extensive research of government policies and guidelines; Shay Donovan discovered that Macky's administration was facing challenges with the taking of babies and with the learning disabled. Eager to lend a hand, Shay volunteered at a local community hospital, investing his efforts in understanding its operations, particularly in the Neonatal Baby Delivery area. With a carefully handpicked team of nurses, security personnel, and one of the victims, Shay embarked on an in-depth investigation between the Management of the Hospital and a Not-for-profit Company.
