The Mining Operations and Performance Governance Framework is Volume 5 of the MM-DR Series -- the owner-side governance framework for the production and reclamation phases. Eight structured governance domains covering the longest and most capital-intensive period of the mining project lifecycle.
Production phase governance is where owner-side oversight most commonly degrades. Management systems implemented at commissioning drift from practice. Reconciliation variances accumulate unaddressed. Contractor performance erodes without adequate owner-side monitoring. This framework prevents that drift.
This volume covers eight governance domains including production performance and reconciliation, geotechnical and ground control compliance, financial governance and cost control, workforce and contractor management, environmental and rehabilitation compliance, regulatory and social licence maintenance, asset integrity and maintenance governance, and principal hazard and critical control verification.
It also covers production performance governance, contractor performance oversight, progressive rehabilitation management, and asset transition planning. The formal gate output instrument -- the Asset Transition Report -- is produced at the close of this volume and received by the Asset Transition Care and Closure volume at the closure gate.
