CCSG Referral, Matching & Admission Toolkit™ — Ofsted Supported Accommodation (16–17) | V2026.1
A 32-resource decision and assurance system for supported accommodation providers making referral, matching and admission decisions for looked-after children and care leavers aged 16–17 in England.
What you receive
• REF01–REF07: referral information and suitability.
• MAT01–MAT09: matching, compatibility, location and capacity.
• ADM01–ADM08: pre-admission, arrival and early settling-in controls.
• REV01–REV08: 28-day review, stability, breakdown prevention and provider assurance.
• 30-question professional decision workbook.
• Master pathway, document register, purchaser licence, version and regulatory source controls.
These are editable professional working resources. Supported accommodation should not be treated as the default option for a 16- or 17-year-old. Providers must use current information and professional judgement to decide whether the service can meet each young person’s needs and keep them safe. The purchaser must adapt the resources to its Statement of Purpose, policies, local safeguarding arrangements, commissioning requirements and individual young people’s needs. They do not replace the placing authority’s statutory responsibilities or current local procedures.
CCSG is independent of Ofsted and the Department for Education. These resources are not Ofsted forms or approved templates, and are not produced, approved or endorsed by either organisation. No placement, registration or inspection outcome is guaranteed.
