More than likely made in a Contemporary Romanian Art Glass Studio.

The rich cobalt glass body treated w/ an exterior acid-matte bath, matched w/ concentric factory ring turnings on the bottom of the base (see pic above) Makes an exact configuration that aligns precisely with mid-20th century Romanian art glass.
