Robert Sand (Jim Kelly), a highly skilled martial artist and elite secret agent for D.R.A.G.O.N. (Defense Reserve Agency Guardian Of Nations), is enjoying a vacation when his organization pulls him into a mission. His girlfriend, Toki (a Japanese ambassador’s daughter), has been kidnapped by the sinister cult leader and criminal mastermind known as The Warlock (Augustus Janicott).

The Warlock demands a powerful new weapon called the “freeze bomb” as ransom and runs a criminal empire involving drugs, voodoo rituals, and extortion. Sand travels from Hong Kong to California, Miami, and a remote island fortress, battling henchmen, deadly animals, and cult members using his martial arts expertise and gadgets.
