Amnesty International Calls for ICE Abolition After Report Documents Alleged Rights Violations
Amnesty International has called for the abolition of U.S. Immigration and Customs Enforcement (ICE) in a new report titled “We Had Whistles, They Had Guns.” Released on September 24, 2026, the report examines immigration-enforcement operations in Minneapolis–St. Paul, Chicago, New Orleans, and Washington, D.C., and alleges patterns of human-rights violations, including discriminatory enforcement, unlawful detention, excessive use of force, surveillance, and restrictions on peaceful protest.
The report is based on interviews with 154 people as well as analysis of laws, court cases, official records, news reports, and other sources. Amnesty says this is the first time it has called specifically for the abolition of a U.S. government agency. The report and its findings have prompted discussion about immigration enforcement, human rights, accountability, and the future of ICE.
