PLO / Pre-Proceedings Preparation Pack, A Practical Workbook for Parents Facing Care Proceedings
PLO / Pre Proceedings Preparation Pack, A Practical Workbook for Parents Facing Care Proceedings
Being told that Children’s Services are starting the PLO or pre proceedings process can feel frightening, overwhelming and very serious.
You may have received a Letter Before Proceedings, been invited to a PLO meeting, or been told that the local authority is considering going to court.
At that point, parents are often expected to absorb a huge amount of information very quickly, respond to professional concerns, engage with assessments, work with support services, prepare for meetings and show evidence of change, all while worrying about what could happen to their child.
The In Your Corner PLO / Pre Proceedings Preparation Pack has been created to help you slow the process down, understand what is happening, organise your evidence and prepare properly.
This is not simply an information guide.
It is a 30 page practical workbook designed to help parents work through the concerns being raised, prepare for their PLO meeting, identify what needs to change, show what they have already done, prepare questions for their solicitor and social worker, and keep track of the written agreement and review process.
Inside the pack, you will find clear guidance, practical worksheets, checklists and planning tools covering areas such as:
• understanding what PLO and pre proceedings means
• understanding the Letter Before Proceedings
• what the local authority is concerned about
• what the legal threshold for care proceedings means in simple terms
• what to do in the first 48 hours after receiving the letter
• breaking down each concern one by one

The workbook is designed to help you move from feeling overwhelmed to feeling more organised and clearer about what needs to happen next.
Why preparation matters
The pre proceedings stage is very important.
It is often the point where Children’s Services are saying that the concerns are serious enough that court proceedings may follow if sufficient progress is not made.
That means it is important to understand exactly what the local authority says needs to change, what evidence they are relying on, what support is being offered, how progress will be measured and what timescales are being set.
This pack helps you turn broad concerns into specific questions and actions.
For example:
What exactly is the concern?
What evidence supports it?
What change is Children’s Services expecting?
What have you already done?
What support do you still need?
Who is responsible for arranging that support?
How will progress be measured?
By when?
That level of clarity can make a major difference to how manageable the process feels.
Evidence of change
One of the key themes throughout this pack is evidence.
It is not enough to simply say that things are better.
The workbook helps you identify what evidence may show progress, such as:
• attendance at appointments
• engagement with domestic abuse services
• parenting work
• mental health support
• substance misuse support
• improved home conditions
• school attendance improvements
• safer relationships
• support network involvement
• changes to routines
• professional feedback
• completed assessments
• practical safeguards put in place
It also helps you record situations where delays are outside your control, for example where you have accepted a referral but are still waiting for a service.
Prepare properly for the PLO meeting
The pack includes dedicated preparation pages for the meeting itself.
You can use them to record:
• what you understand the concerns to be
• what you accept
• what you disagree with
• what you want corrected
• what evidence you want your solicitor to know about
• what support you want the local authority to provide
• what questions you want answered
• what outcome you are hoping for
• what you need clarified before signing or agreeing to anything
There are also separate question prompts for your solicitor and social worker so you do not leave the meeting wishing you had asked something important.
Check the written agreement
One of the most useful parts of the pack is the written agreement tracker.
It helps you check whether the agreement is actually clear.
For each action, you can record:
• what needs to happen
• who is responsible
• the deadline
• how progress will be measured
• what support is being provided
• whether the wording is realistic
• whether anything important is missing
This is particularly useful where wording is vague, such as:
“Parent must improve engagement.”
Instead, you can push for clarity around what that actually means.
What appointments?
How often?
With which service?
By what date?
What happens if there is a waiting list?
Clear expectations are much easier to work with than vague ones.
This pack may be useful if you are:
• attending a PLO or pre proceedings meeting
