Volume III is the shadow layer beneath both — the kill orders, the weapons programmes, and the cases that are still legally open today.
How these are written matters more than how many there are. Every file runs against the verified public record: court documents, declassified papers, inspection reports, and the work of journalists who forced these stories into the light. Where the record is disputed, the file says so. Where a claim rests on a single source, the file tells you that too.
Every file ends the same way — with a section called WHAT THEY NEVER ADMITTED. Not speculation. The specific silences, named.
And each volume opens with a map of how its files connect, because almost none of these events are separate. An airliner in July leads to a bomb in December. A sabotaged warehouse in France leads to eight F-16s over Baghdad. A prison camp leads to an army nobody saw coming.
