Two children throw a pencil. The behaviour is identical. The right response is the opposite.

Send the first out of the room and you've handed him exactly what he wanted, he'll do it again tomorrow, and it will work again tomorrow. Give the second a long telling-off in front of everyone and you've paid him, generously, with an audience.
