In 2004, Marvin Heemeyer—a welder, muffler shop owner, and working man in Granby, Colorado—reached his limit. After years of what he saw as zoning wars, broken deals, selective code enforcement, and a town hall that kept rewriting the rules against him, Heemeyer didn’t file another complaint.
