[MTA:SA] Fire system 0.2

This script is good for Roleplay, C'nR or other servers.
It will be further developed in the future, full of good and interesting things 

Updated to v0.2 at 05/02/2021:

• You can extingush fire with water cannon

You will get:

• Fire model
• If no one extinguishes the fire, it will burn out automatically
• Uncompiled scripts
