Made dynamic bloom more defined using a bit of a different method

Added Adaptive emissives in order to control not make luminance overload lights
Fixed sky hue messing up from star color slider at twilight

Fine tuned tunnel glare slider further
Adjusted overall bloom and godrays
More glare work on overall game to make lighting seem more poppy
lessened fog for overcasted weathers a bit
more ambient lighting and less overall overall on overcast

Changed reflections level across bloom profiles
Added white balance color slider for night and day
Redid sunblinding config
Added Darker Nights tickbox
Made a Dusk/Dawn color tempreture slider
Made star luminance adjustable at sunset
Installation Instructions:
Extract and Drag the contents inside the "assettocorsa" folder inside the assettocorsa root folder, replace any files if prompted, then apply Video and CSP settings and click on "Import" in the Pure Config app and apply "EvosFilter - Pure Config".
