Rich Los Angeles context. Skills that work wherever you practice.

Built for homeless-services staff in any US city or county, with Los Angeles as the worked example. A self-paced field guide and toolkit for shelter, interim housing, outreach, case management, housing navigation, drop-in, access-point, prevention and peer staff, and the supervisors who back them up: ask before you assume, give quick judgments a second look, make language and disability access routine, and serve every person and family fairly, while every consequential decision goes to the person authorized to make it. Published by Homeless Services Learning Lab Foundation (California). Edition 1.0, October 2026.

What you'll be able to do

  • Ask, listen and check your understanding instead of guessing what someone needs, and repair it quickly when you get it wrong.
  • Give quick judgments a second look with simple structure (the same questions, written criteria, observations not labels), and use respectful language without policing anyone.
  • Arrange language access that works, including when the interpreter line fails or the desk is closing.
  • Recognize a request for a change in ordinary words, route it to the person who decides, and follow it through.
  • Serve people of every gender identity, faith, age and immigration status, veterans, youth and families, knowing which rules bind your program as of October 2026 and where to check.

Included in the download

  • 66-page field guide with five lessons. Each lesson has a layer-by-layer view (federal, California, LA County, other places, and "check yours"), a worked decision, an LA practice scenario and an optional scenario set elsewhere in the US, a self-check with feedback, a note for supervisors, and numbered sources.
  • Four printable one-page job aids and a Check Yours worksheet (PDF and Word).
  • Nine editable Word tools with a printable PDF companion (rules-and-routes crosswalk, assumption check, same-questions decision check, respectful language phrase bank, language access planner, accommodation routing note, identity, faith and family routing, repair conversation planner, 30-day practice plan and peer observation).

Before you buy

  • Sources: built on 58 legal, policy and research claims, each traced to its source and dated (federal and California laws and regulations read in the official text, mostly in full; research checked against the published record, with findings taken from the published abstracts; one court decision known from a secondary report and marked as such): Title VI and HUD's Title VI rule, the ADA and Section 504, the Fair Housing Act accommodation rule, HUD's Equal Access rules and their October 2026 status, HUD's faith-based and family-admission rules, the 2025 federal language-access changes, California's Unruh Act, FEHA and Government Code 11135, and peer-reviewed research on cultural humility, implicit bias (with its limits) and interpreters. Rules were checked in October 2026.
  • Non-partisan: the guide reports what each rule says, who it binds and when it changed, in neutral words. The skills don't depend on which rules are in force.
  • What it isn't: legal, immigration or HR advice, a diversity certification, or a replacement for your agency's policies, contracts or required training. No agency endorsement is implied. The scenarios are fictional.
  • Companions: communication aids and service animals are covered in HSLL's Participant Support & Difficult Situations; trauma in Trauma-Informed Conversations; bad news in Hard Conversations; exits in Rules, Rights and Fair Exits.
  • Accessibility: the PDFs aren't certified PDF/UA accessible. The worksheet and tools are also supplied in Word.
