The Incredible Melting Man

An astronaut is exposed to deadly radiation in space. When he returns to Earth, his flesh starts melting away. He goes insane, escapes from the hospital, and begins eating people after he kills them.

The army is sent in to track him down before he completely disintegrates — or kills everyone in his path first.
