It is great for beginning readers and fluent readers. Early readers can benefit from this activity too with some fine tuning and help from an adult.

There are 20 Who? What? When? cards that can be mixed around to make different sentences.

feel free to allow your child to make it fun and silly as some of the sentences will be just that... silly!
