Images are subjective so every image cannot be treated same way. It differ with light, color of the subject, shadows etc.
what this Action does is create all the adjustment layers for the retouch, You Just have to paint over skin areas, eye color and dodge/burn etc.
in short if you are doing a bunch of retouches as a designer you don't have to the time to copy paste the all adjustment layers again and again. the output will be so good you can see it in the examples and Will be efficient.
