This book presents the author's concept of a new model of government for Ukraine for 2027–2127 and beyond. Its moral foundation is love of one's neighbour, conscience, moral responsibility and mutual aid. From these principles the author develops the purpose of the state, the design of its institutions and its development priorities. The state serves people, protects freedom and creates the conditions for a dignified life.

This is an authorial work of public affairs writing about the principles of a new system of government. The author's ideology is understood as a set of guiding values, open to free discussion and a diversity of beliefs. Assessments and recommendations express the author's position; factual statements are accompanied by sources. Implementing the legal proposals requires decisions taken through the procedures prescribed by law. The editorial cut-off date for sources is 31 October 2026.
