What makes it different

It tells you where the matrix breaks. Multiplying ordinal labels is arithmetic performed on rankings; a band of "$250k to $1M" treats a $260,000 event and a $950,000 one identically; and likelihood 5 × consequence 1 scores the same as 1 × 5 while needing an entirely different response. So use the matrix to sort and communicate, and for decisions that matter calculate real exposure — 30% × $400,000 = $120,000 — which compares directly against the cost of treating it.
