Instructions:

Once the file is download it, open it in software that can run PSD files.

You will find a few folders, the top has line art addons.

For colouring, just use a clipping layer on top of the colour layers.

Layers that are named multiply should be set to multiply layers, and the same for screen layers.

Colour the layer below the multiply/screen layers, then duplicate it and clip it onto the multiply and the screen layers, so you can get coloured shading and highlights.

Or you can remove the filtered/clipping layers and do flat colour.
