What's Up with Collaboratives?
In June 2024, a fifty-year-old pipe broke under 16 Avenue in Calgary and took much of the city's treated water supply with it. In December 2025 it broke again. The official answer was a "moon shot," four years of work compressed into one. Notice the grammar of that response. You have heard it before, and you have watched it fizzle before.
This installment argues that the reflex to match a crisis with force is not a solution but a symptom. Most of what we face is not a dragon of measurable size. It is a set of structures and feedback loops, and structures are not slain. They are rewired.
The piece traces how the systems that once carried this weight were quietly taken apart. Federal funding for new social housing ended in 1993. Today roughly three and a half percent of Canada's housing stock sits outside market influence, and for every one deeply affordable unit created, fifteen are lost. At current rates, closing the gap would take more than a thousand years.
Then it offers a working alternative. A collaborative is not a task force and not another strategy with a logic model. It is four questions held in a defined geography by members who stay sovereign. Why, Who, How, What. Scale means the same pattern held in more places, not a larger body at the centre.
It is also honest about failure. Power imbalance, tokenism, unpaid maintenance work, and the hard evidence from 305 cases across twenty-two democracies showing that participation only bites when real authority moves with it.
Read it if you have ever left a budget meeting knowing the problem was structural and feeling it was personal.
