There isn't a single definitive country that holds the record for most wars, as counts depend on the timeframe and definition of "war" used. However, France is frequently cited as a candidate due to its long history and numerous conflicts, while the United States and China are also involved in many conflicts, particularly in modern history and specific regions. 

Historically, the countries with the highest recorded death tolls are China and the Soviet Union, primarily due to the actions of their communist governments under Mao Zedong and Joseph Stalin, respectively, which resulted in tens of millions of deaths through political purges, forced labor, and devastating famines. Nazi Germany is also a significant contributor with millions of deaths from the Holocaust and WWII.
