If you have ever lost an evening to Football Manager, you already understand Shift Command. It takes the same management loop, build a squad, read your people, make the hard call and live with the result, and turns it on the job your learners are training for. Instead of a football side, they run a police response team. Instead of tactics and transfers, they handle welfare, discipline, deployment and the press.


Most leadership teaching tells learners what good supervision looks like. Shift Command makes them do it.

Players take command of a team of eight officers and run it across an eight-week tour. Every week brings five judgement-based decisions: who to crew together, who to push and who to protect, how to handle a complaint, how to answer the press when a clip goes viral, whether to fight to keep an officer who has handed in their papers. There are no correct answers waiting to be guessed. Every choice trades something off, and the consequences land on real people: an officer's morale, the team's trust in you, the public's confidence, operational performance.


It is built to defeat the usual classroom shortcut of clicking the first or nicest option. Choices are reshuffled every time, so position never signals quality. Outcomes shift depending on the state of the team, pushing an anxious officer works when their confidence is solid and backfires when it is not. Some decisions are genuine gambles with the odds shown up front. And the team judges you against the leadership philosophy you declared at the start, rewarding consistency and quietly punishing the gap between what you say and what you do.


This is not a video game in disguise. There is no combat, no scoring for its own sake, nothing to grind. Every mechanic exists to surface a professional judgement, and every outcome is written to teach something about leading people under pressure. The fun is the hook. The learning is the point.


It runs entirely in the browser as a single file. Launch it on a projector for a whole-class decision debate, or set learners loose on Chromebooks. A built-in final evaluation scores the playthrough across four measures, awards achievements, tracks how consistently you stuck to your philosophy, and ends on a set of reflective questions that work straight out of the box as written or spoken assessment.


Designed for BTEC Level 3 Uniformed and Public Services, with direct links to professional standards and duty of care (Unit 1) and leadership, teamwork and resilience (Unit 5). Also at home in cadet and CCF leadership, public services leadership units, and team-leader or supervisor CPD.

FAQ


Do I need to install anything? No. It is one HTML file. Double-click it and it opens in your browser. It works offline.

Will it run on school Chromebooks? Yes. Any modern browser runs it, and there is nothing to download or sign into.

Does it grade learners or issue a certificate? No. It gives a leadership-route outcome and four measures that describe a style of leadership and its consequences, not a competence grade. The assessable evidence is the learner's reflection on their decisions, which you grade. The optional teacher guide covers this in full.

Is this affiliated with Football Manager or any police force? No. It is an independent teaching resource, inspired by the management-sim format. The scenarios and officers are fictional.

Can I use it across all my classes? Yes. The licence covers a single teacher in a single setting, used freely across your own classes. Please do not share the file outside your organisation or resell it.
