Why the defined rating scale matters

Without one, a generous manager's "exceeds expectations" and a strict manager's "meets expectations" describe the same performance — and that inconsistency shows up in pay, promotion and, occasionally, in a dispute. Writing the scale down costs nothing and protects everyone.
