After careful researching this item is more than likely manufactured by Macbeth-Evans Glass Co. marketed as an open sugar bowl made of Monax Glass w/ "Art Deco Swan" and made around 1930-1950.

This beautiful monax glass swan trinket dish is definitely nostalgia at its finest.

Perfectly sized for a vanity or curio cabinet. Minor flaw of crack on the bottom but is not noticeable while placed in upright position (see pics).
