Hard Conversations: Saying No, Not Yet and I Don't Know, Well
Rich Los Angeles context. Skills that work wherever you practice.
Built for homeless-services staff in any US city or county, with Los Angeles as the worked example.
A self-paced soft-skills field guide and toolkit for shelter and interim housing staff, outreach workers, case managers, housing navigators, drop-in and coordinated entry staff, prevention workers and peers: the people who give the answers nobody wants to hear. Learn to say no clearly, talk about waits without inventing dates, say "I don't know" well, deliver a decided transfer or exit with the person's next steps in hand, and own your mistakes, without promising what you can't deliver. Published by Homeless Services Learning Lab Foundation (California). Edition 1.0, October 2026.
What you'll be able to do
- Say no clearly: who decided, the reason you can share, what's still available, and how to ask for a review.
- Talk about a waitlist or coordinated entry wait without guessing a date or a place in line.
- Say "I don't know yet" well, and deliver bad news about a unit, a landlord refusal or a voucher deadline with the next step ready.
- Deliver a transfer or exit someone authorized has decided, with rights, belongings and housing appointments covered.
- Own a mistake, fix what you can, correct the record through the approved process, and start repairing trust.
Included in the download
- 70-page field guide with five lessons. Each lesson has a layer-by-layer view (federal, state, LA County, other places, and "check yours"), a worked decision with words you might use, practice scenarios with model answers, a self-check with feedback, and numbered sources.
- Four printable one-page job aids and a Check Yours worksheet (PDF and Word).
- Nine practice tools in Word with a printable PDF: hard-conversation planner, phrase bank, known / not known tracker, waitlist check-in plan, notice-delivery checklist, mistake and repair planner, peer observation form, self-assessment rubric, and a reflection log with a 30-day practice plan.

Before you buy
- Sources: built on 77 research, legal and policy sources, each traced to the original: breaking-bad-news research from health care (the SPIKES protocol, a meta-analysis of bad-news training, a Cochrane review), fairness and apology research, studies of people experiencing homelessness and of homeless-services staff, HUD's voucher rules (24 CFR part 982) and coordinated entry notice (CPD-17-01), California's source-of-income and apology-evidence laws, and examples from Washington State, New York, Massachusetts and Washington, D.C. Checked in October 2026.
- Honest about the evidence: most bad-news research comes from cancer care, workplaces and labs. The guide adapts it with its limits and never claims a technique is proven to calm people or change outcomes.
- What it isn't: legal, clinical or HR advice, a certification, or a replacement for your agency's policies, contracts or required training. No agency endorsement is implied. The scenarios are fictional.
- Companion guides: exit rules and grievances in depth are in HSLL's Rules, Rights and Fair Exits; de-escalation, interpreters and emergencies in Participant Support & Difficult Situations 2.0.
- Accessibility: the PDFs aren't certified PDF/UA accessible. The worksheet and tools are also supplied in Word.
