Submittals
In traditional design-bid-build projects, contractors submit product data, shop drawings, samples, and other submittals to the ENGINEER for review, ensuring compliance with contract documents and quality assurance. These submittals, which are not contract documents unless specified, provide critical information for the ENGINEER, owner, and facility management but are not requests for substitutions. Submittals fall into three categories: preconstruction, construction, and closeout. Submittal review is integrated into the design phase, making them part of the document development process.
Preconstruction Submittals
Preconstruction submittals, such as schedules, safety plans, quality control plans, and initial product data, must be submitted by the contractor and reviewed by the ENGINEER and owner before work begins to ensure alignment with project requirements and readiness for construction.
Construction Submittals
Submittals, such as shop drawings, product data, samples, and test reports, must be reviewed and approved by the ENGINEER before work begins on the related portion of the project, ensuring compliance with contract requirements. In traditional projects, submittals are processed during construction. The submittal process cannot be used to approve nonspecified products or modify contract requirements, and unapproved substitutions or work performed without approval may be considered defective or at the contractor’s expense.
Action Submittals
Action submittals, such as shop drawings, product data, and samples, require review and approval by the ENGINEER before the related work can proceed, ensuring compliance with contract requirements.
Informational Submittals
Informational submittals, such as test reports, manufacturer’s instructions, and certificates, provide documentation to verify compliance with contract requirements but do not require ENGINEER approval. These submittals are used to confirm the quality and performance of installed work, with the ENGINEER reviewing them for compliance and notifying the contractor of any discrepancies while clearly distinguishing between submittals needing action and those that are informational.
Closeout and Maintenance Submittals
Closeout and maintenance submittals, such as O&M manuals, warranties, record documents, and spare parts, are submitted at or near project completion to ensure proper facility operation, maintenance, and future reference. These submittals provide essential documentation for the owner’s long-term facility management.
