Internal Memorandum — Circulation Required
Distribution: All Active Field Personnel
Origin: Compliance & Risk Management
Clearance: Standard Operational
Recent monitoring reports indicate a rise in unauthorized curiosity regarding active pattern events.
This memorandum serves as a reminder of standing Division policies.
These policies exist for personnel safety and operational stability.
They are not suggestions.
LOOPING EVENTS
Personnel are reminded that temporal recurrence incidents are classified as Self-Resolving Phenomena until escalation criteria are met.
Agents are not to:
• Attempt interruption of repeating timelines
• Make contact with recurring victims or perpetrators
• Introduce external variables into established loops
• Provide warnings to civilians involved in recurrence cycles
Interference increases instability and may result in pattern spread.
Observation only.
FINAL GIRL CANDIDATES
The Division does not identify, contact, warn, assist, recruit, or protect individuals designated as Potential Survivors.
These events must conclude without Division influence.
Attempts to intervene have historically resulted in unsuccessful outcomes and increased casualty totals.
If a candidate becomes aware of the Division, the incident must be reported immediately.
Do not engage.
Do not interfere.
Do not respond to requests for help.
BLACKTHORNE STATE HOSPITAL
The site remains unassigned.
Personnel are reminded that unassigned locations are not inactive locations.
Until authorization is granted:
• Do not approach the property
• Do not request access clearance
• Do not conduct independent research
• Do not travel to the surrounding area after dark
Premature attention may result in early activation.
COMPLIANCE
Curiosity is a recognized occupational hazard.
So is overconfidence.
If you believe a directive has been issued in error, you are reminded that the Compliance Office reviews all policies for accuracy and necessity.
If a directive exists, it exists for a reason.
This memo will be re-circulated as needed.
Failure to comply will be addressed.
End memorandum.
