As the procession grows and the world turns its cameras toward him, no one can say for certain who is being compelled, who came willingly, and who is simply moving with the crowd.

A contemporary reimagining of the Pied Piper myth, Those Who Did Not Stop is a story about the people who follow, the people who watch, and those who never stop at all.
