Important limits
Nested JSON or flat CSV with exactly key,value columns. No translation, grammar, language-quality or release certification. Simple braces and common printf only. ICU plural/select, dynamic widths/custom formats require a specialist validator. JSON nesting50/value50000 limits. Number/length advisories can be legitimate locale changes. Reports can contain private input snippets. Unsupported syntax warns rather than falsely passing.
