The problem:

The internet is home to a wide range of criminals ranging from extortionists to fraudsters, from copyright thieves to promoters of terrorism, from phishermen to promoters and buyers of child and other pornography.


The criminals are able to exploit the design of the internet including some weaknesses that could have been designed out when the internet was created and could, albeit with disruption, be addressed and blocked now.


Moreover, technical changes to the internet are perpetuating those weaknesses instead of addressing them when fundamental change to the system is effected.


Premise:

The internet is not a thing, it is not a place, it is not a person.

It is the plumbing by which so much of life is conducted.


It cannot be controlled, but parts of it are.


And there are aspects of it, and of the way it is used, that can, with some effort, be changed to make it a safer, not riskier part of life.
