Chicago, 1931. The streets are a battlefield, and the law is a prize to be won.

When a North Side Gang whiskey truck is ambushed on Clark Street, the result is a public massacre, four men dead, a river of bootleg alcohol, and a city teetering on the brink of an all-out gang war. The perpetrators are the "Black Hand," a ruthless Italian-American outfit, and their message is clear: stay out of our territory.

For Fletcher "Fletch" McGregor, the case is a descent into a viper's nest of corruption. For Eleanor "Nora" Sharpe, it's a story that could ignite the city. For Detective Patrick "Paddy" O'Malley, it's a test of his department's integrity against an enemy who owns the justice system.
