Teaming up once more with Eleanor "Nora" Sharpe, whose pursuit of the truth could topple the city's power structure, and Detective Patrick "Paddy" O'Malley, whose badge is both a weapon and a target, Fletcher uncovers a terrifying pattern. The four victims were more than just gangsters; they were witnesses. They were the sole survivors of a warehouse fire that killed twelve, a fire the official report called an accident.

With the Mayor and his ruthless son-in-law using the entire police department as their private shield, Fletcher, Nora, and O'Malley must operate in the shadows. Their only ally is the city's most unreliable source: "Silky" Sam O'Hara, the smooth-talking fixer who knows where all the bodies are buried because he often brokered the deal. To bring down a king, they must expose the corruption at the heart of the city, before the Jury's final verdict is delivered, on them.
