Hotel openings rarely slip because of the building alone. They slip because a licence was applied for late, a system interface was installed but never tested, or the team was hired too late to be trained. A pre-opening critical path puts every one of those tasks on a date, with an owner, counted back from opening day.
Work backwards from the opening date
Fix the opening date first, then give every task a lead time and a latest start date. The tasks with the longest lead times, usually licences, key hires and long-lead furniture and equipment, set the real start of the project.
A phase-by-phase outline
18 to 12 months out
- Agree the concept, positioning and brand standards with the owner
- Approve the pre-opening budget and the operating budget for year one
- Select the property management system, point of sale and key interfaces
- List every licence and inspection, with the authority and its lead time
12 to 6 months out
- Hire the executive committee and the heads of department
- Write the manning guide and the hiring waves
- Order operating supplies and equipment (OS&E), matched to the room release schedule
- Draft department SOPs, job descriptions and the training plan
6 to 3 months out
- Recruit line staff in waves, starting with departments that need the longest training
- Install and configure systems; build rate plans and the chart of accounts
- Open sales and marketing: website, distribution channels, group and event enquiries
- Book licence inspections and fire and safety drills
3 months to opening
- Run training by department with hours booked in the calendar, not "as time allows"
- Test every interface end to end: PMS to POS, PMS to key cards, PMS to accounting
- Hold mock check-ins, mock services and friends-and-family stays
- Walk every room with a punch list and assign each defect an owner and a date
The final two weeks
Hold a written Go / No-Go review with the owner and the operator. List the conditions that must be met: licences in hand, life safety signed off, systems live, rooms released, staff trained. If a condition is not met, the decision to open anyway is made on paper, with the risk understood.
Pre-opening budget lines that are often missed
- Payroll for staff hired before opening, including training weeks with no revenue
- Accommodation and travel for transferring managers
- Launch marketing, photography and website content
- Licences, permits and inspection fees
- Working capital for the first months of trading
Template
The Hotel Pre-Opening Master Toolkit is built around this method: a critical path of 254 key tasks with owners and phases, 911 department-level tasks across 18 departments, a manning plan with hiring waves, a pre-opening budget and Word manuals, all dated back from your opening date. It is included in the Hotel Finance, Development & Pre-Opening Bundle with a budget and P&L pack and a feasibility model.
