Four Clocks. One Download

You do not always know on day one whether this is a hearing, a records fight, a lump-sum bill, or a fines-only lien. The Texas HOA Letter Vault is all four kits in one checkout — the same fill-in letters, Fort Worth samples, and certified-mail send lists sold separately.

Texas Property Code Chapter 209. Instant PDF. Personal use, one household.

Not legal advice. Not for condominiums (Chapter 82). Not a foreclosure defense.

Kits separate: $96 (Hearing $24 + Records $24 + Collections $29 + Governance $19). Vault: $59.

Stop if you have a sale date

A notice of sale, a citation, a lawsuit, or a date from a trustee is a lawyer’s file — not this PDF. Nothing in the vault is a foreclosure defense. Do not use letters D2 or D3 as an answer, a TRO, or a redemption.

What you get

HOA-H — Hearing & Fine Appeal ($24 if separate)

30 days from the postmark — not the day you opened it. Texas Property Code §§ 209.006 and 209.007.

  • B1 Hearing request — preserves the hearing; asks for the date and the evidence packet they must send 10 days before

  • B2 Hearing statement — what the board votes on (facts, grounds, exhibits, oral card)

  • B4 Cure confirmation the day you fix it

  • B5 No-notice / portal / door-hanger dispute

  • B6 / B9 / B10 — no cure period, “uncurable,” or the six-month skip used on a different violation

  • B7 / B8 Selective enforcement; fine not in a recorded schedule

  • B3 / B11 / B12 Committee appeal, ACC denial hearing, packet / written decision

HOA-R — Records & Financials ($24 if separate)

They have 10 business days. Saturday does not count. § 209.005. You must elect inspect or copies in the same letter.

  • A1 Inspect or A2 Copies

  • A3 Budget, reserves, bank statements, audit (association-level — not the neighbor)

  • A4 YOUR owner ledger only

  • A5 / A6 Minutes and contracts

  • A7 Recorded fine policy and copy-fee policy (no recorded copy policy = they cannot charge you)

  • A8 Your closed-session file — what directors saw about YOUR lot

  • A11 / A12 Follow-up, then how JP court works if they still refuse (if they win, they can recover fees)

HOA-C — Collections, Dunning & Credit ($29 if separate)

They sent a lump sum. Make them itemize it. Inaccuracy is not only the dollar amount.

  • C1 / C2 Itemize assessments vs fines vs attorney vs collector; already paid / wrong lot. § 209.0063 (assessments before fines)

  • C3 Payment plan — generally at least 3 months

  • C4 / C5 Collector fees too early (45-day certified notice); attorney’s fees before a hearing ends

  • C6 / C6b / C6c FDCPA validation, overshadowing, Texas Finance Code § 392.202 (character, extent, or amount)

  • C7 / C7b To the HOA (do not report a pending dispute) and an FCRA direct dispute to whoever’s name is on the tradeline — often the manager, which is not your account with them

  • C8 / C8b Bureau letters after the green cards; second punch if a false field stays

  • C9 / C10 Writing only (does not stop a foreclosure); payoff / refinance itemization

HOA-G — Governance & Lien ($19 if separate)

If the lien is only fines, they may not foreclose it. § 209.009.

  • D1 Fines-only / fine-related fees — does not wipe lawful assessments

  • D2 Pre-foreclosure information cover — not an answer, a TRO, or a defense

  • D3 Redemption inquiry after a sale — not a tender; the ~180-day window runs from the § 209.010 mailing

  • D4 Open meeting / vote in the open. § 209.0051

  • D5 Demand an annual meeting — certified to the registered agent and the management certificate, plus a copy to every owner. § 209.014

  • D6 Recount within 15 days; pay the estimate invoice or the demand is withdrawn. § 209.0057

  • D7 Owner petition cover when your bylaws require a percent of lots

Every kit includes how to send and a fictional Fort Worth filled sample on each letter.

Which envelope tonight

  • Fine or violation letter — Hearing, letter B1. Add B5 if the notice looks wrong.

  • Books, budget, or your ledger — Records. Typical first envelope A7 + A4.

  • Lump-sum bill, collector, or a tradeline — Collections, letter C1. Add C7 + C7b if they report.

  • Lien that is only fines, or a vote only in closed session — Governance, D1 or D4.

  • Sale date / lawsuit — stop. Call a Texas HOA attorney.

Who this is for

  • Texas single-family or townhome HOA (Chapter 209). Not a condominium.

  • More than one clock might be running, or you would rather have the catalog than guess.
  • You want paper: certified mail to the management certificate, not a Facebook argument.

Who this is not for

  • Condo owners using Chapter 209 as if it applied.

  • Anyone with a foreclosure notice, sale date, or lawsuit — that is a lawyer, not a $59 PDF.

  • A management company, a law firm, or a neighbor. Personal use. One household.

  • Anyone who wants a guaranteed dropped fine, a bureau wipe, or a released lien. The letters cite the statute and start a paper trail. They do not decide the case.

  • If you only need one situation, buy that single kit. The vault is cheaper only when you want more than one.

How it works

  1. Checkout on this page. The download is immediate.

  1. Open the kit that matches tonight’s letter. Do not send every template.

  1. Email a PDF the same day, then certified mail, return receipt, to the address on the recorded management certificate. (D5 also goes to the registered agent. D6 is verified mail or in person.)

  1. Keep the green cards. Calendar that letter’s clock.

Questions

Is this legal advice?

No. Fill-in templates and a plain-English map of Chapter 209. Not a law firm and not a credit-repair company.

Do I get four separate products?

One checkout, one download, all four kits — the same letters as HOA-H, HOA-R, HOA-C, and HOA-G. If a file on this product is replaced, download again from your Payhip receipt.

Condo?

No. Chapter 209 generally does not apply to condominiums.

The management company is on my credit report.

You usually do not have a consumer account with the manager. Assessments, if owed, are owed to the association. That tradeline is in the Collections kit (C7b). A false late should come off that field. A lawful assessment, correctly reported, may stay.

Can they still foreclose unpaid assessments?

Yes. § 209.009 blocks foreclosure of a lien that consists solely of fines, or of attorney’s fees incurred solely on those fines. Itemize mixed ledgers first (C1), then use D1 on the fine-only piece.

I only need the hearing letter.

Buy the Hearing kit for $24. The vault is the catalog.

Personal, educational use only. Not legal advice, not a law-firm service, not credit repair, not a foreclosure defense, not a redemption, and not a guarantee of any outcome. Chapter 209 applies to most Texas residential subdivisions with mandatory assessments; it does not apply to condominiums as defined in the Property Code. Confirm the current code and your dedicatory instruments before you rely on a letter. If you are served with a lawsuit, a notice of sale, or a foreclosure packet, stop and consult a licensed Texas attorney.
