The cluster stitch is often used in Estonian knitting to add texture to delicate lace designs. Here it’s used instead with bulky yarn, with a simple Estonian border, and an i-cord bind off making a warm and cozy cowl.

Cowl is knit in the round. A shift at the end of most rows ensures there’s no visible seam, at the same time making the pattern easier to memorize.
