Project Initiation & Planning Starter Pack for Construction Projects
Full Product Description
The SCMA Project Initiation & Planning Starter Pack helps Project Managers, PMCs, Consultants and Owner-side teams structure M1 — Initiation & Planning before M2 Design Tender / Consultant Procurement begins.
It connects the business need, project request, initiation checklist, Project Initiation Charter, project brief, objectives, scope, governance, communication, high-level WBS, milestones, initial risks, budget and M1 Planning Gate readiness into one practical project-start workflow.
The pack is fully editable and designed for project-specific professional use. It helps establish a controlled project basis before procurement begins, while keeping later lifecycle stages — Design Tender, Design Management and Construction Tender — separately governed.

Key Benefits
· Structure project initiation consistently before consultant procurement begins.
· Convert the business need into a defined project brief, objectives and controlled scope.
· Establish governance, responsibilities, communication routes and initial decision structure.
· Connect high-level planning, milestones, risk and budget controls from the beginning of the project.
· Identify missing inputs, unresolved assumptions and readiness gaps before moving into procurement.
· Use accountable owners, target dates and evidence references for outstanding initiation actions.
· Make an evidence-based Proceed / Conditional Proceed / Hold decision at the end of M1.
· Create a clean and controlled M1 → M2 handoff into Design Tender & Consultant Procurement.
· Maintain traceability between project need, scope, governance, planning assumptions and the next lifecycle stage.
Important Control Boundary
Project Requested ≠ Project Defined ≠ Project Approved ≠ Funded ≠ Ready for Procurement.
Completion of forms or preparation of a Project Initiation Charter does not by itself authorize procurement, expenditure or project execution.
Likewise, a RACI matrix defines responsibility and accountability relationships but does not create contractual or delegated authority.
The pack supports initiation and management planning but does not replace the approved business case, funding approval, statutory requirements, delegated-authority framework, procurement approvals or project-specific governance.
M1 Planning Gate readiness means that sufficient controlled information exists to move into M2 Design Tender / Consultant Procurement. It does not mean that the design, consultant appointment or later project stages are approved.
Lifecycle Position
Primary Stage: M1 — Initiation & Planning
Controlled Handoff: M1 → M2 — Design Tender / Consultant Procurement
Aligned with SCMA PM-01 Module 1 and the wider SCMA Project Delivery System.
