A technical or commercial evaluation result does not by itself create authority to award a contract. Likewise, an award recommendation is not the same as formal approval or contract execution.

The toolkit supports procurement governance and decision traceability but does not replace the approved procurement strategy, tender conditions, delegated-authority framework, applicable procurement law, executed contract, statutory requirements or formal approval process.

Completion of M4 also does not mean that construction may start. The contractor must proceed through M5 Mobilization & Start-up, including the applicable securities, insurance, permits, site handover, HSE, QA/QC, resources, programme, logistics and readiness controls.
