Leo A. Omamalin is a millennial Certified Public Accountant (CPA), a public-sector professional, university administrator, educator, trainer, and advocate of strategic and evidence-based management in higher education.

He currently serves as Director of the University Planning and Development Office of a state university in the Philippines, where he is involved in institutional planning, strategic management, performance monitoring, policy development, infrastructure and development planning, governance, and organizational improvement. His professional experience also spans public financial management, accounting, procurement, administrative services, human resource management, process improvement, and digital transformation.

A graduate student of the Master of Public Management program, Leo combines academic knowledge with extensive hands-on experience in government and higher education administration. He is also a Government Procurement Policy Board (GPPB)-recognized procurement trainer, contributing to the professional development of government personnel through capacity-building initiatives on public procurement and related reforms.

His professional interests include strategic management, public administration, institutional development, higher education governance, performance management, public procurement, organizational excellence, sustainability, digital transformation, and innovation in the public sector.

Through his publications and professional resources, Leo seeks to translate complex management concepts, policies, and institutional experiences into practical, accessible, and actionable knowledge for administrators, educators, public servants, students, researchers, and organizational leaders.
