To honor the gods, to give thanks to them, or to propitiate the evil ones, had to be the aspirations of man whose faith was formed by myth. This seemed possible to him in no other way than through external work. 
Soon, however, he also believed he felt that the form of the action was of importance in such actions. 
Not all uses in sacrifice, thanksgiving, and song of praise seemed of equal value in the gods' estimation. 
So he singled out forms of worship and sacrifice which were not pleasing to the gods, and practiced other forms which he believed must bring him their favour. 
To create greater guarantee of the fulfillment of one's own wishes led to the strictest refraining from what seemed to be tried and tested use. 
The cult of the gods had 
found its firm form.

We shall speak here of the cult insofar as it has an effect as magic for the sake of man! 
The deity, which needs man in order to reveal himself to man, truly requires no cult for its own sake; only the cult, which has its effect in magic, can free the spirit of man from the sleep in the "animal" and give him a realm of activity open up anew, which teaches him to recognize that he will still get help where all the power of the "beast" feels its limits.
