12 Tender Response Checks Before You Commit or Submit

Tender pressure rarely comes from one difficult question. It comes from dozens of small control gaps: a closing rule missed, a mandatory gate left unresolved, evidence without an owner, pricing assumptions kept in someone's inbox, or a final upload made without an independent check.


Use these 12 checks twice—before committing resources and again before submitting—to make the decision and final review more deliberate.


BEFORE YOU COMMIT


1. Confirm the official closing details. Record the date, time, timezone, portal and file rules from the buyer's current documents.


2. Resolve every mandatory gate. A strong weighted fit cannot compensate for failed eligibility, insurance, licensing or experience requirements.


3. Test commercial fit. Decide whether the likely value, margin, risk and strategic benefit justify the effort.


4. Set an internal submission target. Leave time for final review, approvals and portal problems.


5. Assign a response owner and reviewers. Make accountability explicit before drafting starts.


6. Identify evidence gaps. Check case studies, CVs, licences, policies and certificates early enough to fix missing or expiring material.


BEFORE YOU SUBMIT


7. Trace every requirement. Put one exact requirement per row with its source, owner, evidence, reviewer and status.


8. Check unanswered and blocked work. Review overdue tasks, dependencies and items waiting on another person.


9. Reconcile pricing. Confirm direct costs, overhead, contingency, target margin, assumptions and the buyer's tax treatment.


10. Review risks and addenda. Make sure the response reflects current buyer updates and known commercial or delivery risks.


11. Check the submission package. Confirm filenames, formats, signatures, page limits, schedules and portal upload limits.


12. Run an independent final review. Have someone other than the primary author check completeness against the official documents.
