Bid/No-Bid Checklist for Australian SMEs

A good bid/no-bid decision protects scarce time. The goal is not to prove that an opportunity is attractive; it is to decide whether your business is eligible, competitive, commercially comfortable and able to produce a credible response before the deadline.


Start by separating mandatory gates from weighted fit. If a mandatory gate fails, stop and resolve it before a strong score creates false confidence.


MANDATORY GATES


1. Is the business eligible under the buyer's stated conditions?

2. Can every required licence, registration, insurance and certification be evidenced?

3. Can the business meet the mandatory experience, capability, location or capacity requirements?

4. Can all required schedules, declarations and signatures be completed?

5. Can the final package be reviewed and uploaded before the official closing time?


Record the source document and section for each gate. Mark the result as pass, fail or unresolved, name the owner, and attach or reference the evidence. Do not turn an unknown into a pass.


WEIGHTED FIT


Once the gates are resolved, score the opportunity against factors such as:


• strategic fit and target customer

• relevant delivery experience and evidence

• competitive position and likely differentiators

• delivery capacity during the contract period

• partner or subcontractor dependencies

• pricing confidence, margin and cash-flow exposure

• contract, safety, legal and operational risk

• realistic time needed to prepare a quality response


Use a consistent scoring scale and record the reason behind each score. The explanation is more valuable than a neat total.


COMMERCIAL REALITY CHECK


Ask whether the likely revenue and margin justify the response cost and delivery risk. Identify unpriced assumptions, security requirements, guarantees, payment terms, mobilisation costs and any condition that needs specialist advice.


DECISION RECORD


A defensible decision should state:


• pursue, pursue with conditions, monitor, or no-bid

• mandatory gates still unresolved

• key strengths and weaknesses

• response owner and required reviewers

• internal target date

• conditions that would trigger a stop or reassessment
