The impact and potential of ICTs have not been fully exploited in the Nigerian context. While the formal Government sector continues to play an important role, it is the growth of private participation in providing affordable computer education, especially to the socially and economically under-privileged that appear to have provided the impetus for growth in qualified professionals. Specific objectives of the study specifically, the study sought to investigate the access to and use of mobile phones, radio and television; to determine the influence of ICT on communication and information exchange; to discover the extent to which access to and use of ICTs have reduced the individual components of poverty in the selected study area. This research consists of a title page, approval page, certification, abstract, list of abbreviations, Chapters One to Five (from introduction to conclusion), and references.
