Walter, a gentle lake monster, is forced to leave his home for not achieving a high enough Scare Level. When his ruthless replacement, Petunia, wreaks havoc on the unsuspecting locals, the Lake Monster Union scrambles to fix their overcorrection and sends Walter home.

Trouble is, the townsfolk are now hostile toward any lake monster and are fighting back with traps, arrows, and poisoned pies. 

If Walter's going to keep the humans from killing off everything in his lake, he needs to figure out how to convince the wary community he's not a menace, while also tricking the Lake Monster Union into believing he's been completely rehabilitated into a fearsome beast.
